a. The Volleyball Committee of the 13th European Maccabi Games will be responsible for the Volleyball competitions of the 13th European Maccabi Games.
b. The F.I.V.B rules are fully applied, however in the 13th European Maccabi Games the “Freedom Libero” will be implemented. This means that for a team playing with two liberos (applicable only for teams of exactly 12 players), instead of the official rule text the following holds:
Both liberos must wear the same style of jersey (with different numbers).
In any replacement action, a regular (back row) player on the court may be replaced by – each time arbitrarily – one of the two liberos (provided no libero is on the court yet), or a libero on the court is replaced by the previous regula player on the corresponding position.
Furthermore, exchange actions may be carried out: A libero on the court is exchanged by the other one (who directly comes on the court for him/her).
For any replacement or exchange action it will be recorded on the electronic score sheet in an appropriate way which one of the liberos is involved.
There must be a completed rally between two replacements or exchanges (unless due to injury/illness or there is a forced rotation caused by a penalty). The additional conditions for replacements (Rule 19.3.2) apply to exchanges as well.
By a re-designation, a regular player becomes the new libero instead of the original ones for the remainder of the match (according to the respective part of Rule 22.214.171.124).
A re-designation is only permitted if both original liberos are injured/ill or if one libero is injured/ill and the other one is disqualified. In all other cases of injury, illness, expulsion, or disqualification of one or both liberos the team has to continue the match with one or no libero (for the duration of the injury, illness, or sanction).
Injured/ill liberos may re-enter the match as long as no libero re-designation has been made. After a re-designation no original libero may re-enter the match.
The English text will be binding.
c. Participation in the competition is open to any athlete who is in possession of a Participant Card, issued by the Organising Committee of the 13th European Maccabi Games.
d. Each country may enter one team for the Open Male Volleyball competition, one team for the Open Female Volleyball competition and one team for the Junior Females Volleyball competition.
e. Each team may consist of 12 players only.
2. Venues and Times
a. The Volleyball Committee of the 13th European Maccabi Games will determine the venues and times of the Volleyball competitions and teams will be notified accordingly.
b. The Volleyball Committee is authorized to change the venues and times of the competitions. These decisions will be final.
3. Game Ball
a. The games will be played with official International Volleyball Federation balls: Mikasa MVA 200 oder MVP 300.
b. The Volleyball Committee is authorized to change the brand name of balls, if necessary, and these decisions will be final.
4. System of Competition
a. The competitions will be played on a league basis of a Round-Robin league system.
b. The Open competition will be played in 5 winning sets. The Junior competition will play a match based on the best of 3 sets.
c. In the Open as well as the Junior competition sets are played to 25 points. The last set is only played to 15.
d. Each team is allowed to ask for 2 time outs per set. A time out lasts 30 seconds and needs to be called by the coach.
e. Each team can nominate one Libero per game, This person needs to wear a different shirt.
f. The winner of each game will be awarded two points, the loser one point. For a technical loss no points will be awarded.
g. In the event of two or more teams having the same number of points, classification will be made according to the quotient of sets won and lost in all matches.
h. In the event that after the above mentioned, equality still exists between teams, classification will be made according to the quotient of points won and lost in all matches.
i. In the event of two or more teams obtaining the same sets and points quotient, the better place will be taken by the team winning the game or games between them.
5. Competition format 3 teams
The competitions will be played on a league basis of a Triple Round-Robin league system.
No finals will be played
6. Competition format 4-5 teams
a. The team placed 1 in the league and the team placed 4 will compete for the first Semi-Final. The team placed 2 and the team placed 3 will compete for the second Semi-Final.
b. The winners in the Semi-Finals will compete in the Final Game for the title: "13th European Maccabi Champion".
c. The losers in the Semi-Finals will compete for the third place.
d. The rest of the teams will be placed according to their league order.
The draw of the teams in the groups will be a public draw.
The Volleyball Committee will select a Referees' Committee, which in turn will appoint the referees for
all the games.
a. These regulations are but one part of the complete 13th European Maccabi Games Regulations, and must be read along with the instructions found in "Basic Regulations and Disciplinary Procedures".
b. In the event of a discrepancy between the regulations written here and those appearing in the "Basic Regulations", the regulations written here will apply and be binding.
