Basketball Regulations
1. Organisation
a. The Basketball Committee of the 13th European Maccabi Games will be responsible for the basketball competitions of the 13th European Maccabi Games.
b. The Basketball competitions will be conducted according to the Rules and Regulations of the F.I.B.A., the English text will be binding.
Participation in the competition is open to any athlete who is in possession of a Participant Card, issued by the Organising Committee of the 13th European Maccabi Games.
c. Each country may enter one team for the Open Male’s Basketball competitions and one team for the Junior Boys’ competitions.
d. Every team in the Junior competition is allowed to have two players born between January 1st 1994 and December 31st 1994.
e. Each team may consist of up to 12 players, approved by the Basketball Committee.

2. Venues and Times
a. The Basketball Committee of the 13th European Maccabi Games will determine the venues and times of the Basketball competitions and teams will be notified accordingly.
b. The Basketball Committee is authorized to change the venues and times of the competitions. These decisions will be final.

3. Game Ball
The games will be played with a Spadling Tack Soft Pro basketball. Further details will be given as soon as possible.

4. System of Competition

SYSTEM A - with the participation of up to 6 teams;
a. The competitions will be played on a league basis of a single round robin.
b. The winner of each game will be awarded two points, the loser one point. For a technical loss no points will be awarded.
c. In the event of two teams obtaining the same number of points, the team winning the game between them will take the better place.
d. In the event of more than two teams having the same number of points, classification will be made according to the number of league points gained in the games played between them, i.e., a team which gains the higher number of points in the above mentioned games will take the higher place, and so on.
e. In the event that after the above mentioned, equality still exists between teams classification will be made according to the score differences of the above teams (credit amount of points scored less debit amount of points scored).
f. In the event that equality still persists, classification will be made according to the proportion scores of the above teams (Credit amount of points scored divided by debit amount of points scored).
g. In the event that equality still persists, classification will be decided by a draw.
h. The first two teams in the league will compete for the title: "13th European Maccabi Games Champion".
i. The teams in places 3 and 4 in the league will compete for the third place.
j. The rest of the teams will be placed according to their league order.

SYSTEM B - if the number of teams will be 7-10;
a. The teams will be divided into 2 groups at the draw.
b. The first team in the 12th European Maccabi Games will be seeded.
c. The second team in the 12th European Maccabi Games will also be seeded.
d. The team placed third in the 12th European Maccabi Games and the hosting team will be drawn for second place in the groups. All the other teams will be placed in the groups by a draw.
e. In the event that after the draw, one or more teams will not appear and a situation arises whereby a group is short of two teams, the team drawn last will be moved from one group to another.
f. The competitions will be played on a league basis of a single round robin in Group A and Group B.
g. The Semi-Finals will be played based on the “Cross” system, i.e., the team placed first in Group A will play against the team placed second in Group B and the team placed second in Group A will play against the team placed first in Group B.
h. The two winning teams in the Semi-Finals will play for 1st and 2nd places, and the two losing teams in the Semi-Finals will play for 3rd and 4th places..
Places 5-7 will be played on a league basis of a single round robin

SYSTEM C - if the number of teams will be 11-12;
a. The teams will be divided into 2 groups.
b. The first team in the 12th European Maccabi Games will head group A.
c. The second team in the 12th European Maccabi Games will head Group B.
d. The team placed third in the 12th European Maccabi Games and the hosting team will be drawn for second place in the groups. All the other teams will be placed in the groups by a draw.
e. In the event that after the draw, one or more teams will not appear and a situation arises whereby a group is short of two teams, the team drawn last will be moved from one group to another.
f. Teams will be classified in their groups according to their achievements, as described in System A.
g. The two winning teams of Groups A and B will play for 1st and 2nd places, the teams placed 2nd in each group will play for places 3 and 4, the teams placed 3rd in each group will play for places 5 and 6 and so forth.
h. REMARK: If one of the top 3 teams from the 12th European Maccabi Games does not compete at the 13th European Maccabi Games, then one of the teams from the 4th to 7th positions from the 12th European Maccabi Games will have to move up into the 4 seeds. When such information is not available one of the seeded teams of the 12th European Maccabi Games will take its place in order of their finish.

5. Draws
The draw of the teams in the groups will be a public draw.

6. Officiating
The Basketball Committee will select a Referees’ Committee, which in turn will appoint the referees of the competition.

7. General
a. These regulations are but one part of the complete 13th European Maccabi Games Regulations, and must be read along with the instructions found in "Basic Regulations and Disciplinary Procedures".
b. In the event of a discrepancy between the regulations written here and those appearing in the "Basic Regulations", the regulations written here will apply and be binding.
